What is DIRBS?
DIRBS (Device Identification, Registration and Blocking System) is PTA's system for checking and registering phone IMEIs. Phones that are not compliant are blocked from Pakistani mobile networks. You can check and register through the DIRBS website (dirbs.pta.gov.pk), by dialling *8484#, or at an operator customer service centre.
Who has to pay PTA tax?
- Anyone bringing a phone from abroad, including overseas Pakistanis and tourists
- Both filers and non-filers. The tax amount differs, but both pay.
- Anyone who bought a non-PTA phone locally and wants to use a local SIM
Phones bought with official warranty from authorized sellers are already registered.
How to register your phone, step by step
- Find your IMEI with *#06#. Dual-SIM phones have two.
- Go to the DIRBS portal, or visit an operator centre, and apply with your passport (for travellers) or CNIC.
- You receive a PSID (payment slip). It is valid for 7 days.
- Pay the PSID at a bank, through mobile banking or another listed channel.
- After payment, the phone is registered. Check its status by sending the IMEI to 8484.
How is the tax worked out?
PTA tax is a sum of several duties based on the phone's value in US dollars and whether you register on passport or CNIC. MobileMarket.pk's 2026-27 guide lists:
| Component | 2026-27 (as reported) |
|---|---|
| Regulatory duty | Rs 240 to Rs 17,600, by value slab (S.R.O. 1064(I)/2026) |
| Sales tax | 18% up to US$500; 25% above US$500 |
| Mobile handset levy | Fixed slabs by value |
| Income tax (s.148) | Doubled if you are not on FBR's Active Taxpayers List |
Published PTA tax for iPhone 17 models
| Model | Passport (Rs) | CNIC (Rs) |
|---|---|---|
| iPhone 17 | 149,640 | 164,604 |
| iPhone 17 Air | 156,322 | 172,377 |
| iPhone 17 Pro | 190,679 | 209,747 |
| iPhone 17 Pro Max | 204,954 | 225,449 |

Passport vs CNIC: which is cheaper?
In the published figures, passport registration costs less than CNIC registration for every model. Passport registration is for travellers and has to be done within 60 days of arrival.
Can I pay in instalments?
FBR's Customs General Order 06 of 2026 allows the sales tax portion to be paid in monthly instalments until June 30. Missing an instalment means the phone is blocked and the full balance becomes due. Read our instalments guide.
Common mistakes to avoid
- Paying an agent who promises to "unblock" a phone without official registration. Only official channels can register a device.
- Ignoring the deadline. Missed deadlines usually mean the phone stops working on local networks.
- Not checking both IMEIs on dual-SIM phones.
- Keeping no record. Save your payment slip, receipt and IMEI screenshots.
Where to get official help
In Pakistan, use the PTA DIRBS portal and FBR's mobile device pages. In India, use the Department of Telecommunications' Sanchar Saathi portal and its helplines. Social media posts and YouTube videos are often out of date, so check the date on any guide you follow, including this one.

Real-life situations
"My relative brought me a phone from abroad"
In Pakistan, the phone must be registered and taxed. Registration on passport must happen within the traveller's 60-day window. After that, CNIC rates apply, which are usually higher.
"I bought a used phone and it stopped working on my SIM"
The phone may be unregistered, blocked or reported stolen. Check the IMEI. In Pakistan, a non-registered phone can usually be registered by paying the tax; a phone blocked after theft cannot be fixed by the buyer. In India, a blacklisted phone should be returned to the seller.
"My phone was stolen"
Report it to the police, then block it: in India through Sanchar Saathi, and in Pakistan through your operator or PTA's channels. Keep the IMEI and the bill; you will need them.
Bottom line
PTA registration is not optional for imported phones. The safest approach is to check the published tax for your model before you buy abroad, register within your travel window on passport if you qualify, and keep every receipt. For expensive phones, compare the total cost (phone price plus PTA tax) with the local official-warranty price; sometimes buying locally is cheaper and comes with a warranty.
How we keep this page current
Phone prices, operator packages and government rules in Pakistan and India change more often than in most markets. Prices move with the rupee, new budgets change taxes, and operators rename or reprice packs without much notice. We date every page and list the exact sources we used, so you can see how fresh each number is. When something changes, we update the table and the "Updated" date at the top. If you spot a price or rule that has changed, check the official source linked below first, then let us know in the comments so we can fix it for other readers. Your feedback helps keep this guide accurate for everyone.
